As to hardware needed thats easy too. Ubiquiti devices like their Bullet , Nano and AirGrid 2.4GHz and 5.4GHz wifi units can be reprogrammed to work as nodes. As can the old WRT54G, WRT54GL and WRT54GS units. Even the humble Raspberry Pi can be configured as a node. So there is no excuse about not having access to hardware. On my QTH mast I have a permanent Node fitted with a 18dbi omni H-Pol antenna ,that anyone in range should be able to see and access.
At my own QTH Node G8BYI1-BULLET1 , I have a Tunnel set up between G7NSY-3 and myself. This enables me to interact with all similar Tunneled Nodes in the World. This gets over the current limitation of lack of RF Nodes currently near myself.
Portable operation is easily possible, I have achieved ranges of 20km back to my own QTH. it is of course as a line of site signal. In the UK BBHN is in its infancy with a limited take up to date and unfortunately not many Nodes are yet with in reach of each other. As more hams get Nodes then this will change and a complete Intra-net system can be implemented . The usage during a national or regional emergency is obvious. But day to day usage will find many applications. Even digital TV could benefit from such a scheme.
